sRGB color space not working

I've extensively searched the internet and have yet to find an answer to my specific question.

Camera is set to sRGB. I shoot RAW.
ACR is set to sRGB color space
Photoshop is set to sRGB IEC61966-2.1 color space/8bit
Color management policies is set to sRGB IEC61966-2.1
When I save my file I've tried exporting as well as saving for web. in both cases I always make sure convert to sRGB is selected as well as embed color profile.
my laptop displays 100% sRGB and is set to sRGB

When I open the jpeg or png they always have desaturated reds. This is when viewing in windows photo viewer as well as on both iphones and samsungs.
When opened in photoshop the picture color is restored.

I cant figure out what I'm missing. When searching for answers all I ever find are examples where someone forgot to work in the right color space. I'm working in the same color space from camera to web.

If anyone has insight I would welcome the help. Thanks in advance for your time.

Btw I'm working off Windows 11 and use creative cloud so photoshop is up to date
 
Try using File > Export > Export As rather than "save for web", also try first Edit > Convert to Profile to sRGB in Photoshop and then "Save As" select jpeg format and see if you get different results.

I bet it can be resolved with a divide and conquer approach.
Try opening the file sRGB file you created back into Photoshop and see how it looks. Is it still desaturated. If it looks great or do the reds look desaturated?
Just the first step.

The photos always look correct in photoshop, no matter the file type, even if they look wrong elsewhere. Honestly I don't care much about the color accuracy in windows photo viewer. Mostly I'm worried about a photo going online with the wrong colors. looking into the windows 11 situation.
 
The only further step I took was to run updates on my computer. This fixed my problem as far as I can tell. If it shows itself again ill update this thread. Thanks for the replies
