How can I get the spotlight effect as shown in the pictures below. thanks!

A snoot on the flash should give that sort of lighting.

In post I'd say mask out the subject, apply an exposure layer then do a circular radial effect on the layer mask.

in ps just do a circular gradient white to black on a new layer and set the layer blending mode to overlay

Depending on the image, also try darken or multiply.
