Sports Poster Help

Hi All,

I've been working on a poster for my son lately. Please help me with the streaks and background lighting effects.

I was hoping someone could show me how the back ground effects are done in these posters:
Sports photography & Custom Sports Photography Action Posters Minnesota
I can tell that there are about 5 different backgrounds for all the posters on that page. Each one is simply customized with a glowing/colored effect.

Here's what I have so far:

I'm using PS CS.
