Hi guys, I am new here. I just wanted to ask if anyone can tell me how to do this ? (image in attachment.

Brush tool with appropriate brush applied.

Create silhouette (take a photo and create paths over it) and couple of fire textures (google or buy from stocks) - combine 'em by using layer masks and finish all this with brush. I would say layer mask is a key...
