So I'm wanting to be creative with Photoshop. I have a picture I've took of my friend in the park, under some trees, near flower(A beautiful place in-short), just general Photography. I've done the editing in Photoshop, for the greater depth and such. But, for persona preferences, I'm wanting to make the whole image looked like it's been sketched.

I know there's the drawing method, brush, penic, etc... But are there functions for Photoshop to command and do what I want? Or is the no other way.

You can also use several layers of different degrees of threshold, sandwich them, mask them and blend them. You can put an original layer on top and try different blend modes - overlay, screen, soft light, etc. - and experiment with low opacities to put in some color if you want. Maybe make a layer above and had paint some color.

Beyond that, there are resources, including photoshop actions, available on the web.
 
Is this the sort of thing you have in mind? This uses threshold and a really exaggerated unsharp filter.

It also requires some layer masking so that takes a little time over automatic PS filters, etc. But you might be able to get what you want from filters and so forth.

Add poster edges to the above (filter>artistic>poster edges)

and using just poster edges on original color image
