simplest thing has me stumped

When creating a new layer I usually just click new layer button on bottom of layers window. and the new layer appears as top layer . or just above the one I'm working on.But when I get into lots of layers it gets frustrating dragging it to the bottom, is there a command to locate layers to bottom when generating a new one?
 
PS creates a layer above the active layer.
If you want to create a new layer on the bottom make the bottom layer active then drag the new layer to the bottom.

Do the opposite for the new layer on the top.
 
I know that I want it to create it at the bottom not the top as default
 
there's another option for placing new layers which is:

- the regular way if you click create a new layer on the layers palette it will always place the new layer on top of the selected layer.

- and the other way if you click create new layer while holding the "CRTL" PC or "COMMAND" Mac, it will place the new layer right below of the active layer
