There seemed to be a lot interest in the subject. Yesterday I went over the simple and fast method using a brush. Now I'll bring out the big guns. Note the black circle just acts as a placement guide.

Step 1:

You must use ctr+alt+t for the transform box. Just ctrl+t will not work, the alt key gives transform a new twist.

Note, after you hit enter the second ellipse will still be selected. Leave it selected, do not unselect.

Step 4, the fun part. Hold ctrl+alt+shift and keep hitting the letter t until the circle is completed:
