Setting Boarders in Photoshop for exact measurements

I purchased A4 paper that has a boarder around it. I measured the boarder with a ruler and it's 3cm from all sides (left, right, top, bottom).
I added rulers in photoshop 3cm from all sides so i know where the pre-defined boarders are so i can print inside them but when i print from photoshop it seems that the measurements in the program and on the paper are different because my prints seem abit bigger and get printed on the boarder.
Is there something I should know when measuring paper and trying to replicate the dimensions in photoshop?
More Info:
- My printer is not borderless.
- My dimension in photoshop are:
Width: 21cm
Height 29.7cm
Resolution: 300 pixels/inch
- When i print i don't select 'fit to page'. Though when i do select fit to page the image shrinks instead of becoming larger.

Not sure if it makes any difference but try making sure your screen dpi is correct in Ps. Default is 72dpi, mine correct dpi is actually 102dpi. This will only effect your print preview in Ps but as long as this is set correctly you should be able to check dimensions on screen with the paper you want to use. I have set mine to the correct dpi for my screen and if I create an A4 document and right click on the image and select Print Size, I can hold a piece of A4 paper on my screen and it matches perfectly. May be an easier way which someone will explain shortly but for now try this and see how you get on.

Idea of size v pixels in Ps:

3508px x 2481px @ 300dpi - A4
2799px x 1772px @ 300dpi - A4 minus your 3cm border.

Once you have set your correct screen dpi, you will be able to actually hold your piece of paper over the screen and check the size.
 
my screen resolution is 1680 x 1050.
When I entered it in the DPI calculator website i got this:
Display size: 18.66" × 11.66" (47.39cm × 29.62cm) = 90.05 PPI, 0.2821mm dot pitch, 8109 PPI²

So in photoshop instead of setting the image Resolution 300 pixels/inch I should set it to 90.05 pixels/inch.
Is that correct?
 
No, sorry I should have explained a little clearer.

Open Ps, go to Edit>Preferences>Units and Rulers>then enter your dpi into the New Document Preset Resolutions>Screen Resolution ** Pixels/Inch box

Leave you actual image size dpi @ 300 for best print results.

It really made a difference. The height is still abit off but I'll just adjust that manually after some drafted prints :)
