Selecting an area is CS4

I'm one of those people who uses Photoshop only if necessary since I mostly use MS Paint but it doesn't have proper Gridlines / transparency etc. So I'm really frustrated with CS4 right now since I can't manage to do a simple thing such as select an area of an image and move it around. I'm also one of those people who doesn't have time to learn about using the software since we're always in a rush so can someone please give me step by step instructions on how to select an area of an image and move it about because whenever I try it the dotted rectangle just appears around my image and won't let me move anything.

Make a selection and use Ctrl+J or (Cmd+J on a Mac)
That will copy the selection to a new layer.

Select that layer, hold down the Ctrl or Cmd key and drag the selection with your mouse.
 
If you want to keep it on the same layer, there is another simple way to do it (but I would keep my original as a separate layer).

To move a copy of the selection, switch your tool to the move tool (keybrd shrtcut is "V"), hold alt/opt and move it.

To move the selection alone (which will leave an empty spot where it was), just use the move tool.

With either of the above methods, you can keep moving the the object. As long as you keep it selected, you can release and re-engage the mouse to move the object.
