Select tool over the edge

Hello,
I looked on google for a while before posting.
I am using CS6 and have a question about select tool.
It is difficult to explain, so I made an tutorial style to explain my question

1. Create a 100 x 100 transparent image on photoshop
2. Create a new transparant layer
2. Paint it in black (only one layer)

Version A :
3. Select manually with the select tool a square of approx 80x80 pix inside the black square image.
4. Click on delete.

You will get : A.jpg (attached)


Version B :
3. Select all the image
4. Go to menu select > modify > border > 8 Pix
5. Go to menu select > inverse
6. Click on delete

You will get : B.jpg (attached)


Why is there a difference ?
