Save as auto-appending format extension

When I go to Save As and pick an extension it doesn't automatically append the file extension, so if I saved hrosedick and picked jpg it would save it as "hrosedick" with no extension unless I typed it in myself. It used to add it automatically.

Also how do you change the default format to save as, rather than psd?
