Ruler Guide not fix exactly in windows 7

The reason for the ruler not fixing exactly the size of the image in inches or pixels is because you display resolution is not matching the image resolution, let's say your image is 100 ppi and your monitor is set to 75 ppi, so the virtual inches or pixels in your ruler measurement
s is gonna look bigger due to "100/75=1.33", meaning the the measurements in your image is gonna look 1.3 pxls away from the measurements on your ruler.

So if you want your image measurements to match the virtual ruler measurements you should set your image ppi as the same as your monitor ppi, or (1/1) "Doc_pxl size/Img_pxl S"

But this is not a good technique since your image is gonna loss a lot of resolution and you don't want that.

By the way The printing process is not gonna be affected by this 'cause the document size in your print, is gonna be the same as your document size in your screen. this will only be affecting the resolution of the document.
