Moth is right i think.
There's definately some painting going on there.
However... my eyes DO see one specific filter that may have been used prior to painting... the Accented Edges filter. That appears to be creating the strong defined lines of the faces and hair. But a side-effect of the filter is that you lose darker details. Which may be why the artist had to 'paint' those back in afterward. :B

Good eyes. I missed that the first time but now that you mentioned it, I can see what you are referring to regarding the edges.
You know, this could be a good challenge (if we could get a picture reference that does not involve possible copyright issues.)
