ring of flags.....

1) Start cruising google for HI-RES flag images of the ones you want.
2) Silo those flags and have each it's own layer for individual adjustment.
3) place each flag generally where ya want them.
4) You can either use "transform" and the sub categories there to make each flag look like it's bending or whatever or use Liquify. I am a big fan of liquify, but sometimes transform tools work better.
5) Once you have everything done how you like it...select all those layers and make a merged copy. Activate it as a selection and fill with 100% black. Deselect and use the gaussian blur filter to make soft edges. Drag this layer underneath all the other layers and set the opacity to about 25%-50%. This is the shadow layer for all above layers.
This will actually give you more of a 3d-ish look I'd guess.
