Man that is blown out! Been playing in Ps trying various methods but unfortunately you can't pull out what isn't there.
I worked on it a little. Terrible picture -- I'm sure you are aware of that. As Remote-medic said, you can't do much if there's nothing to do with. And there are no pixels in that blown out area to do much with, unless you feel like spending several days reconstructing one pixel at a time. Don't look at me, lol. Anyway, for what it's worth, here's (ouch) my quick (urp) edit (unnhh).
I took Clair's version and worked on it for another 5 minutes (mostly NR, large R USM, Topaz Adjust5, Color Mechanic, and a bit of manual burning, dodging and the patch tool). It ain't great, but this is definitely a tough one to recover without spending a huge amount of time on manual work (ie, essentially re-creating things that have been washed out).
