Hi,

I have an image that I want to resize to a new canvas from 30" x 40" to 40" x 60".

What is the best way to do this without creating a final image with unnatural stretching?

There are two basic choices on direction.

Here is the starting 60x40 in white wiht a 40 x 30 in blue on the inside:

One can stretch so the the top and bottom just grow to the 40 inches high and that leaves some fill on the left and right sides.
Those sides could be creatively filled with borders or use PS Content Aware Fill or some other creative fill option. You also don't have to expand all the way to the 40 inches high and use fill on the top and bottom if that is more appealing.

The second way would be to stretch so the left and right sides just touch at 60 inches width. The you position your image to crop a portion of the top or bottom of the image.

Either way keeps the proportions of the image with out distorted stretching.
Hope this gives you some ideas on the direction to take.
