Replacing Color in a Template

I am having a hard time replacing colors in a photoshop template the color replace tool does not seem to be working for me like I though it should!? I have had this issue before. I am trying to turn the brown in this file to RGB 133, 121, 97 and the Green to RGB 91, 141, 148. Can anyone help me with this issue or offer suggestions. I have watched I am able to change the color of the brown shape no problem but not the color in the damask design. Thank you!
