Specific Repair image of a deceased friend.

Hoping to add some life to an image of a passed away friend. Also called … horribly, pathetically pixelated. I have this photo from 18ish years ago of myself and close friends who passed away a few months after the shot was taken. His mom is writing a book of stories about him and we are hoping someone can work their magic and clean this old and seriously pixelated image to give it some life again. I appreciate anything you can attempt! Thank you tons,
