"Renaissance" effect

does anyone know how i can make an image look similar to the style of this picture?

It appears to be that Image>>Threshold woud be the way to go. The background looks to be another Layer with a slight blur.

Also try to fiddle with filter/artistic/cutout. Don't expect a quick solution though, be prepared to use multiple techniques.?
