Reducing an image down without losing quality???

Hi Guys, newbie here, I,m trying to create a logo that is a circle of 26.8mm diameter, all it is, is a black circle with white text on three lines. Now because of the size of the logo, I want to create it in CS3 as large as possible and then reduce it down ready to be printed............
what is the best way to do this without getting the text to be pixelated and losing the quality?
when I do print it, it's going onto overhead projector acetate, what's the advice so that the black comes out really dark, it just seems to be a muddy grey that's printing every time I try, it's driving me mad.

(I'm using a Kodak 5220 inkjet printer with a Kodak cartridge in along with proper acetate, rough on one side, smooth on the other)

when you go to resize it do it through image size on Photoshop and use the Bicubic sharper method (found in the drop down box it will have best for reduction in brackets) and reduce it's size to the desired resolution, the text will still be crisp dependin on the size and the reduction extent.
