Reduce photo size settings Pls

Hi, I have a photogragh of 10x8 and 300dpi and I would to reduce it to 5x7 and keeping it optimal etc.
What would be the best way to do this. Would bicubic sharper (reduction) be what I should use or would preserve details 2.0 be best.
Also should I have resample checked or not.
The image taken on my phone has come up as something like 17 inches tall or something along them lines so above is just a general example.
Any and all advice appreciated thnx,

10 inch by 8 inch to 5 by 7 is a complete different aspect ratio...

I have just used that as an example.
My image is actaually 17.707 x 9.96 inches x300 dpi.
I'm intending to get it printed at 7x5. Height will fit but I'll manually trim the excess edges off due to one ratio not fitting into the other etc?
I know preserve details 2.0 is ok for enlargements but does it also go with reduction?
Also when does resample come into play, for some reason never really got my head around this?

First turn the image into a smart object. (right click on layer and choose turn into smart object)
Go to image/size and set the highest value 17.707 inches to 7 inches and keep the aspect ratio locked.
Go to resample and from the dropdown menu choose Bicubic Sharper (reduction)
To make it fit to the 5 inches you'll need to do this manually.
