Red tint

I have a picture taken from a phone that has a really strong red tint. Everything I have tried isn't working. If anyone has any suggestions I would really appreciate it.

A mixture of 30 liters of paint is 25% red tint,30% yellow tint, and 45% water. Six liters of red tint are added to the original mixture.What is the percent of red tint in the new mixture? Show your work.

I would select just the skin areas and use color balance filter and remove some red using the scale slider....... maybe even the whole picture, forget the selecting process
 
First, run auto tone and auto color (CS5). That will make a huge difference in itself:

Then I went in and adjusted the levels manually on the face to decrease the red and bring up the blues a bit.

Now the colors are a little bit better, you can start to think about really touching it up by removing some wrinkles, smoothing out the skin, lightening up some shadows. The whole bit.

Nice blue eyes to work with.
 
almost hopeless... but, this is better...

difficult go from such extremes... especially from a tiny file...
