Recreating an effect

Good morning form California, I have a question for all you guru;s out there. I have a picture of a woman holding a heart in her arms and the original is just the red heart. The effect that the originator applied was to almost show a warp type effect on the heart streaking the colors in the heart like starlight.

I have attached both shots and want to know how to recreate this effect for other work. I have tried the wind trace effect adn also looking ofr a filter to install but I am just not sure where to start to recreate this effect as they have done here in these two side by side images

Yeah i think I have it, created a mask of the heart and layed it over the original. I needed to change the color of the heart as well to pink. Thank you for the post.
 
looks nice and interesting masked the body?? am a newbie

Create a selection around the heart to isolate it and apply a vector mask to the selection ....

In paychecks use, he may have created a duplicate of the heart after creating the selection around it, selected the heart image on the layer then applied the mask on it.
