Since OP did not log in for more than half a year, I would not expect his answer.
My guess is he had tho layers blended. The one with stars is in my opinion created, it does not look like real sky although it is very hard to recognise constellation if you pull a lot of detail from a picture. Girl's face was probably erased round, so he left just the part you see. I do not know exactly about those lines going from centre but they are some Photoshop built in effect too.
Anyhow very nice.
