Specific RAF Aerial Picture JPG sharpen/enhance

I am hoping the attached jpg an be sharpened/enhance to enable me to look at bomb damage from WW2. I am hoping the gurus can get me better clarity. Permission held to use image.

I'm not sure how to "read" an aerial photo - but ran it thru the Topaz suite (Gigapixel, Denoise, Sharpen).
Added some curves/levels adjustment. Maybe this works for you.
