Illustrator Radius on corners

I need to create a block letter "T" a radius on each corner.....basically let's simplify it and say I need to create a square with each corner having a radius of .1".

What is the most efficient way to do this?
When I resize the vector image is there any way to keep the radius the same? For instance if I make it 50% smaller I would think the radius would shrink by that and I cannot go below .1" radius.

With the rounded rectangle tool selected, alt+click the art-board and set the size and corner radius in the pop-up. The screenshot shows a 3" and 2" square with a .1 radius. As you can see the radius is the same in each.

Excellent suggestion thanks! What if I wanted to sag the top line down just a little bit....would I add a pen tool anchor point and do so like that?
 
Select the Arc tool and alt+click the canvas; set the options in the pop-up. In this example the X & Y Axis is set to .1 inch and the slope to 50. It's in green in the lower right corner.
