Sorry about that :)

Hmm,dont take this the wrong way but if you are a new user thats going to be difficult for you to do,and for us to explain.Try some of the great tutes on Marks site and get a feel for the program and the tutes/tools,then we should be able to show you how to do something like that :)

Ah ok if you have done Marks tutes then I would suggest using a fluid plastic type look{gel buttons},then using say the line tool make a decent line and then for the tapering twisting part it looks to me like the shear filter has been used, then copy the line sheared and tweaked paste to a new layer and flip vertical.you should get the idea a bit on how to go about it after experimenting with the shear filter and different fluid styles like the gel button type of look.It will probably take quite a bit of experimenting though :)

Okay, since you say you're familiar with PS, here's the basic deconstruct of the image (sans BG)

1. Basic "tentacle" effect
2. Duplicate, Reverse to create mirror image
3. 3rd tentacle over the "join seam
4. Rotate image 90 degrees to make the effect run lengthwise
5. Custom brushwork for the reflections.

The smaller tentacle effect on the right side looks to possibly be a montage with the larger tentacles on the left.
