Question regarding friends picture

Hi everyone, I have a question regarding a drawing my friend is working on. We're in a little argument over it because he's telling me how hard it's to do and I'm arguing the opposite. Granted, I haven't done anything like this (I just use PS to touchup my RAW camera files.) He said he's spent 5 hours on it so far.... CheersBeginning level landscape testb.jpg
 
well that all depends if your paying by the hour or not

of course the even easiest way would be to use a wet brush preset this was just alt and backspace to fill canvas with a color control J to duplicate the bground filter > render> fibres control T to transform right click and rotate 90 Degrees ccw and stretch along the canvas

filter > oil painting to give it somewhat effect
 
Since the file name suggests that this is a test in a landscape painting course, I doubt the "fibers" approach would be looked on too favorably by the instructor, LOL.

For reference, here's what the leftmost end of this long strip looks like at 1:1 magnification.

I don't think this should have taken "hours" to do, but since it looks like he is using brushes to suggest rises and falls in the terrain, I don't think it could be done in under 10 or 15 min, either.

OTOH, artists are artists and it took people like Jackson Pollock weeks to months to complete some of his paint splatter type of works, whereas the guys waiting around the local hardware store looking for day work would claim that they could have done the same thing in minutes, LOL!
