Question re scanned photographs

I'm working with some old family photographs and something is puzzling me. One of the pics I scanned was a 5 x 7 color photo, and unlike other photos that scanned at a decent size, this one came out like 432k and it tells me the image size is something like 1.5 x 2.5. Is this a scanner problem or is there something I can do in PS? Also, when I put a scanned photo into PS as a .jpg, it seems I don't have access to the full range of PS actions. Can someone help?
 
You'll need to rasterize the layer in order to use all the tools (right click on the layer, rasterize). As for the size of the image, are you scanning within Photoshop or something else?
