Question on a photo.

*Sorry English isn't my first language so please bare with me.

I'm fairly new to Photoshop, and I have been using Photoshop Gurus, to learn more about Photoshop, and to attempt tutorials (Thank you for that).
I have a photo, that I've been trying to imitate (I've attached said photo below.)
I would appreciate it if someone could give me some pointers on have to earn this look. I've done a tutorial which gave me a similar look, but wasn't what I was looking for. (Filter>Pixelate>Mosaic), then creating the circle pattern for the picture.

well you are lucky as it would be inpossible to explain and I spent a long time trying to find the tutorial i learnt it from all though once you have done this tutorial you will need to convert to black and white and add the odd coloured dot like in your picture this guy so without further a do here is the tutorial

Make a new file 20px height/width with a black background. Now make a circle transparant. Save it as a pattern (Edit > Define Pattern) and apply it via blending options / patterns on the image layer. Duplicate and/or reverse the pattern to create subtle effects.

making a circles pattern, putting it on a layer over the image and masking the original image would be my choice to get that effect
