Question about cropping an image

I have a photo that is ...

3264px width 2448px height

I want to crop it to 960px width 324px height

So I enter the dimensions in the width and height fields for the cropping tool, slide the cropping tool over the image with the marching ants....and the tool wont let me extend past 324 pixels, which I want, but it does extend past 960 pixels...to the full width of the picture. I thought It would stop at 960...

However, when I crop it anyways, it says the image size is 960...but it appears that nothing from the edges (width) has been removed, as it looks the same as the original picture.

I saved it (exported it) from photoshop, checked it with windows photo viewer, and it says the image is 960x324...but the width looks like the original...i am confused about why this is...:question:
