I want to know how can I create this shining effects with Photoshop,
I use CS5.

Sometimes I wish I was good with those video tutorials. This image would be easily composed with just a few layers I believe the effect that you're looking for would be one layer with radialblur added to it the next layer would be those white spots or stars applied over the book area using a layer blending mode maybe overlay or softlight. The rendering is pretty good, There are much more layers than I refer to, I'm just talking about the glow or the white rays of light you asked of
