PS6 blur and smudge tools malfunctioning

Hello all

I've yet to encounter anyone else with this issue, but I haven't given up hope, so here goes--

Several months ago my blur and smudge tools in Photoshop 6 suddenly began malfunctioning. Any pixel blurred with one of these tools is turned black if the resulting pixel is at less than 100% opacity. It only effects the blur and smudge tools, painting with a 50% opacity brush for example does not result in black pixels. I'm a veteran Photoshop user of many years and am very familiar with all tool options, this is something that literally happened overnight, and permanently. Here's an example image if you need help visualizing the problem.

If anyone else has run into this same issue and found a way to remedy it, I would love to know what solution you found. Failing that, I believe wiping PS6 from my PC and freshly installing it would resolve the issue, but it doesn't appear in my Add/Remove Programs list in control panel and there is no uninstall.exe in the Photoshop folder. Deleting the Photoshop folder and reinstalling the program doesn't work either because it retains all my preferences, meaning that whatever hidden registry files are left on my system likely also contain a file that effects the blur functions, and I suspect this to be corrupted. Obviously reformatting the PC would be an extreme option, but it seems there must be an alternative. If anyone else has dealt with this or a similar issue, I'd much appreciate any wisdom you can impart from the experience. Thanks!
