Nothing is working - UGH! every time I select any of the methods I have read about to change the cursor back to a circle, as soon as I move my mouse it turns back into a crosshair... very frustrating! Any other ideas?

Turn off your caps lock.

If this does not work check your preferences.

Should be set like this.

If the above does not solve your problem, resetting your Photoshop preference might help.

Close and restart Photoshop. Immediately hold down Ctrl+Alt+Shift (Windows)
or Command+Option+Shift (Mac OS X).

Then, click Yes to the message, "Delete the Adobe Photoshop Settings file?"

So I have tried all the above to NO avail - finally I decided to select Precise from the cursor menu instead of Normal and viola - I now have a circle. For some reason the two are switched. Its a new MBPro Running Big Sur, using a wireless mouse, not the touchpad, the Magic Mouse... no clue why it is doing this there is no setting in the mouse that would appear to have the capability to override the PS settings - I'm on PS2022 and fully up to date.

OK so this was a complete NEVERMIND - this was actually my wife's computer and I didn't realize she did in fact have the caps lock ON - but on the built in keyboard and the lid was closed. OY VAY!
Not really sure why the bluetooth keyboard wasn't reflecting the state of the caps lock key but I seem to be onto something nonetheless. Thanks for your response!

Great! Glad you figured it out!

I was in the process of retrieving my MBPro to test your statement in post #4!

Ummm...you did mention to your wife that this was all her fault?
