In reading, Adobe has mentioned that it may bring back an improved version of the oil paint filter. It's anyone's guess as to when that might happen.
Until they do, one option is to keep an older version of Photoshop on your computer so you can use that version when you need to use the oil paint filter.

Sorry, there's really not an option for the mac at this time.
Everyone's angry with Adobe over the decision to remove the filter. The official statement is that it was for unsupported and outdated coding, but the scuttlebutt suggests it was more about the inability of the original programmer and Adobe coming to an agreement.
