Problem with Hyperlink Image Hover

Ok I am trying to make this

home1.jpg

turn into this

home2.jpg

when I hover over it. This is supposed to be a hyperlink but I cannot get it to work. Could someone explain the html and cdd codes to me please? Thanks.
 
An example HTML Code would be this
