Problem, can't give a colourto a shape

I made a shape, but I need to give it the clour orange. But all I do, nothing gonna happen. Only grey, black or white View attachment Medal Copa Libre.psd

Some people find it easier to use "save for web" instead of "save as." I don't but I know some like it better and it should take care of your problem by limiting the format.
