Portrait mosaics

Hi I am trying to make a photo mosaic of a person portrait.
I have loaded the photo i want to use as the main photos.
then ive gone to file automation tools but it is greyed out and i cant use it or click on it.
I am using photoshop elements and any help is appreciated.
