Pls i need help with Photoshop brushes

Hello everyone, I'm new to this forum. I'm a web developer but have little knowledge of Photoshop. I got a web design job to create something very similar to http: // www . barackobama. com and i need your help to be able to achieve it.

Firstly i want to know hoe to make a brush mild like the white brush on that website. It doesn't overshadow the blue background.

You shouldn't need a new brush. Just use any soft brush set to low opacity and flow. Work on a separate layer and build up the effect slowly, you can lower the layer opacity, apply filters, change the blend mode, etc. to get the effect you want.
