see this, i want to completely change colors on templates to many many combinations based on the HSV balanced chart,, precisely like in the video, in photoshop. how can i do it please? any similar effects for PS?

There are so many effects using the colors in this video that it is next to impossible to know what you want to do. As Hoogle suggested, if you want to create colors, you can slide down the hue/saturation scale and apply it to colors you want to change. But I don't know if that's what you want to do from your question . . . and we can't help you if you don't make yourself clear.

The thing is, this video is [h=1]Digital Juice - Color Rules v1 plugin for After Effects[/h]AE, not Photoshop. There are limits.

As you say, you are a noob. What you are trying to accomplish may well be over your skill level. You need to learn the basics of Photoshop before you start producing polished works. But you will probably learn something in the trying. As long as you're having fun, you'll learn.
