I have this pic, I want to develop something very similar, help.
Please help if possible:

You need to post some images to work with, also, if you wanting that blur effect I think you can use wind in filters.

radial blur filter (Zoom) will do it

A blur (zoom effect) on a stock picture of a newspaper would work, or invert the picture, apply the wind filter ~3 times, invert it back and apply it ~3 more times (or just hit CTRL+F) set the blending mode to screen and put the original image unedited behind it, should end up with a pretty sweet "zoom blur" effect as well.
