Pixels and Vectors Resizing

I know when you resize a pixel image you loose quality and when you do this with a vector there is no loss. So if I place a PSD file containing a pixel image into Illustrator and I select an Image Trace option and I resize it am I loosing quality? Do I have to Expand it before resizing or is it ok to resize it when you have it already previewed in Image Trace?
 
depends on the complexity of the image if it is a photo for example it will not work if it is basic solid shapes you will want to expand it it so that you can add your own colors and strokes etc.

if they are shapes using the proper shape tool in photoshop then you can export the paths to illustrator by going to file > export > paths to illustrator then you can fill them in illustrator and resize as needed.
