Nice, maybe chop the rest of the image to bring it all together?
 
put him in a favorite of his cartoon scene?. just a thought

Won't be 'till tomorrow now.. I lost some of the work when I closed another file that I was working on simultaneously. it closed both without saving. Gotta start over ! Oh well...needed the practice anyway.

But I totally agree that it's good practice to start over sometimes and often yields better results, though your image was great as it was. I have the most trouble with animated gifs. I am slowly beginning to get an organization figured out. Otherwise my layers get all mixed up, and sometimes it's best to start over or scan the history to a point it still seemed to be in order. Sometimes that works!
 
No end to this....but had to draw the line somewhere ! Noisy pic to start with so I smudged\mixer brushed the skin Didn't like the eyes (lack of details) so I painted new ones Added more lashes but nothing too crazy Got rid of the background Tonal adjustment and an average blur color layer to even things out.
