Hello!

I am a novice when it comes to photoshopping but I am a fast learner. I saw this photo and I was wondering what kind of software was used to create this "painting" from photos.



I have the Adobe Photoshop CC 2018 subscription.

Hi, the way I see it, there is no painting effect in the picture. It seems like the sky was bright in the original picture, which explains the bright building base in the center, on people and the slanting shadow we see above the well.
But, the sky was probably changed to a darker cloudy one - which is maybe not a good choice.

To answer your question, such an effect can be created in Photoshop CC 2018.

The 'painted' effect you are referring to is an accentuation of the details or grunge or HDR effect.
