I am designing a t-shirt for the defensive backs in my american football team (located in Australia) to wear during our off-season/pre-season workouts.

I would like to use this great photo and have it turned into a logo on the front of the shirt.

I would like it to be tunred into something like this.

I would like just the defensive player (A.Cromartie) left with a basic outline but so you can still make out the difference between the hand/glove and his arm/leg. I dont need all the detail of the uniform/name/numbers.

I hope I have given you enough information and I thank anyone who wants to try for me in advance.

Make a cut out of the person you want included in your design, bump it onto a new layer (Ctrl+J while selected) {I then filled the background in white to see the image clearer - totally up to you if you do this} [Left Image]

Then play with the filter gallery until you have your desired effect (cut-out is usually a good one for this kind of effect) but the final design is totally up to you and your preference. {Or graphics pen etc) [Right Image]

Like this ? It was about two minutes of work, I could improve it.

This is along the right idea just a bit of a clean up and it would look great.

This one is the closest to what I am after, problem is I dont know how to make it better...

It could be contrast? is it possible to a grey scale rather than strict black and white? All that being said this is really good!
 
It's past midnight here now, but I will try it tomorrow, I will use the cleanup mask from my second and polish it manually.
 

I had to take a second look at this... Because I know nothing about all of this I dismissed this quickly but whenI looked again it is actually perfect!

Again, because I know nothing about all of this is it possible to have the image with just the player? without all of the lines and swirl looking thing around the player.

I made the photo black-white and lowered the opacity
and then draw on a new layer the lines with brush

after that only keep top layer vissible
but it was not dark enough so i copied the layer with blending mode multiply
and another one that i blurred with gaussian blur and i gave one of the layers shadow effect
