Photoshop request: fast effect

Hi, could you photoshop this picture of my friend? He just wants an effect that makes it look like he is going fast, any other funny and related effects may be added, BUT it mustn't be embarrassing things.

Well you said your here to learn so which style are you trying to achieve

i think Regular motion blur, but if you can very slightly make the background or make the area around my friend a bit blurred (something like in the picture below but A LOT LESS blur than that, since it would be exaggerated)

Actually, a mix between the pictures you posted. Regular motion blur + slight blurred background like in the second pic.

Oh so your not here to learn how to do it yourself like you suggested in your original post. I havent got time to do a proper tutorial for you now or time to do the picture properly they were just there as quick reference guides.
