Anyone know if the photoshop makes this kind of lighting? or other program can offer these lights to satellite photo.

you can do the first picture . Just brush some dots in a black background , set brush soften and change its size every 5 dots . set the layer style to gradient light yellow to white and set outer glow (screen blending).Make a lots of layers with different yellow and white and outer glow setting , and that would be it .

Second picture , then you must have some bird perspective picture of the city and make it darker with some overlayed black fill layers , delete the unwanted parts of it, then do the procedure as in the first picture , just with brushes with blending mode set to overlay(you will have to duplicate it sometimes) :) and colour of the brush layer should be orange and yellow
 
here is an example I have just done using an image from google earth as long as you make plenty of layers and duplicate them everything you need should be in that brush pack I only used 3 brushes with different opacity layers and using 2 colours in same place if that makes sense fantastic idea would love to play around with this much more View attachment 4731
 
yeah guess you could just lower the exposure and adjust the levels turn day into night apply the lights
