Photoshop help

Anyone tell how I resize an image on that photo to 10% the original size?

Go to
Image - Image size - and in document size section - than choose percentage from the dropdown menu.
in width/height enter the value you want your image to be resized to and hit enter.
(ie- 110 to make image 10% bigger, and 90 to make 10% smaller.)
