Hi guys!
Anyone knows the name of this photoshop effect? Or can u give me a tutorial or the .atm file, please ?

For the contrast and detail part use HDR Toning image > adjustments> HDR toning

For the blurred out face use marquee tool and make a selection around the face then go to filter > blur>gaussian blur
