Photoshop CS6 - Extract button is not available

Hi everyone, I need to remove a background of a frizzy hair girl. So I wanted to try the extract button under the filter option. But in CS 6 the extract button is not available. Are there any options?

Select, then use refine edge....Gone since CS5
